can anyone tell me why my xbox is flashing red and green

It means your bios aren't working (usually, your chip isn't soldered right)

can it be from me chip is turned off

If your chip is turned off, and you had the evolutionX, or any other dashboard changes, then this could be your prob. Also could be a bad solder point on the chip.
