Chip Dilema

Hi,
I have a SCPH-30003 ps2 currently chipped with a neo 2.2. I know this won't boot DVD-R games, or at least i think it won't.

A mate has said he would install a Neo 4 and that it boots copied DVD-R games straight without any boot disks.

Is this true? Sorry for sounding stupid.
