Neo 2.2 with a PAL v3 PS2

wanna have my ps2 modified with a neo 2.2 chip but the guy who will modify my ps2 says hes going to install a condensator on pin 2 of the neo 2.2 chip

he said to me that the neo 2.2 gives a 5.5 v signal to a 3.3 v laser and the condensator helps away that problem

but does this condensator really helps to lower the signal to 3.3.v or does it only lower it a little bit really wanna know

Don't know if it's worth anything but the neo 2.2 is not one
of the best chips on the market. I think that the costs are maybe 50% of the price for the messiah.
But then the messiah doesn't need a boot disk....And is without a doubt the best chip on the market.
If you live in amsterdam i can give you the phone nr of the guy
who build in my nova chip
