is there a tool that says me, if my image file is in NTSC or in PAL ??

Yeah - me.

Put your CD game into a PC CD Reader (or DVD game into a DVD reader) and use Notepade.exe to open the SYSTEM.CNF or SYSTEM file. It'll tell you there.
