What does it mean, exactly if a patch is 'NTSC-2-PAL Patch'?

It changes the NTSC string in the game to a PAL string so that the PS2 is instructed to treat the game as 50Hz PAL for output purposes. Somewhere on the forum there is a full explanation of how you can search for the string using an appropriate editor and replace its contents. It's very slightly more comlicated than I've described, but as no one else has replied ....
