Multi Region without mod

I was wondering if there was a programme I could burn on to a cd that would allow me multi region capabilities on my PAL PS2 without a mod?
And also, what are the possibilities of playing vcds on the PS2?

There is a program you can BUY to load DVD movies from different regions. That's DVD Region X. There is no way without a modchip that you can use DVDRX other than in its legal form.
