Swat 3 v1.6 English No-CD HELP

The No-CD archive available here for Swat3 v1.6 English does not contain a swat.exe file. It does contain a swat3.rar file, but I don't have a clue what that's for. Can anyone please help?

rar is an archiver, like winzip.
