Spyro "The year of the dragon" NTSC. Original cd doesn't work on PS Modded

I really don't understand if the patches that I've found could help me with this. I have already the image in the hard drive (it was made it with CDRWIN) and I have PFOmatic and............?

Are the patches change NTSC to PAL and visa versa or do they fix problems like mine?
