how can i convert avi or mpeg to str

hi there i want to know how i can convert mpeg or avi to str file so i can make my PSX one to watch VCD i know my DC can but i want my PSX one to cause i got this little monitor for it and it will be cool

well if you can make it to a str file you can make it watch it all you have to do is add somefile to watch it
