i dont know what i should download so that i can burn dreamcast games and a boot cd from my cd burner

first download an iso from a web page or from mirc. then the eastest way to burn dc games is using daemon tools just load the cdi using daemon tools start nero and go to cd copy and boom you have a dreamcast game.
