You could have said that you using already decrypted game files to achive this ratio!

Edit: Tried to achive at least the same ratio as the guy over me but it's simply not possible with the same method.
Conclusion:
1. He is using some other version but not the original one, as the original input is 3.36GB (without OST)
2. Even without all the DLC files the size is 3.19GB (vs. 2.98GB)
3. I even ripped all languages except ENG and PS3 videos out of the DAT files

Overall input size: 3.71 GB
1.58 GB (Ratio 42.58%)
The Input size is because of +350MB extracted OGG files from GAME.DAT file.

Encoding OGG files works but exclude the following files or make patch files for them (don't use oggre)
