Help required: PAL Fix Patches, How to make?

Greetings!

I am having an issue playing several NTSC PSX titles on my PAL PSX.

Those titles include:
Vandal Hearts 2 (USA) - freezing at Konami logo
WipEout 3 (USA) - freezes near start of race
Legacy of Kain - Soul Reaver (USA) - complex to describe.

From what I understand, those games in particular "force check" the region of the console and there's no easy work-around.

I looked around and managed to get a fix for Vandal Hearts 2:
The game needed to be patched to work.

And downloaded: Vandal Hearts II: Heaven's Gate FINAL Protection & PAL Fix
Then I patched it using ppf-o-matic3

It worked after that. I believe it worked because of the "PAL Fix" part of the patch.

But, looking on the rest of consolecopyword, I see it doesn't contain PAL Fix patches for the other games that I am having issues with.
Is there a way I can make PAL Fix patches for the NTSC games giving me problems on my PSX?

(And no, I don't think what I need is a NTSC/PAL switcher, that is something different.)
consolecopyword might have what I need but I'm not too sure which one of the programs is right.

After some long research.
Just using something like SetRegion.exe to change the region of the game does not fix these titles.
It appears as if there are some NTSC games that have region checking code in the .bin file of the game itself.

The code must be removed for the game to work correctly.
And it seems way back when someone did that for Vandal Hearts 2 with a patch.

For now, I am giving up on this quest to find a fix for this problem as it seems the solution is similar to what game translators face; learning the ins-and-outs of how the game was originally coded and changing things. Which is a tremendous task.

But, just for people that come looking in the future.
Your only real hope is to find a patch for the game on https://consolecopyworld.com/
And if there's no patch for the game you are out of luck.
