ConsoleDX
ConsoleDX is a front-end for the Windows console application (cmd.exe). It runs on top of cmd.exe and provides a layer of graphics and effects. It’s fully customizable and comes with several different themes, cursors, fonts, and so on. ConsoleDX supports most command line and console applications.

By the way, if you want a console emulator - not a frontend for cmd.exe, rather a replacement -, try ConEmu.
