Yeah you're probably right as it contains firmware that has been modified without being allowed. Most of the tools in it is probably legal though, just the firmwares in it thats illegal I guess... :\

unfortunately, we cannot offer this download. X360 firmware cannot be found anywhere but on the drive itself, and MS has not made it distributable. We do not have rights to distribute MS's digital property. Therefore, this is as illegal to distribute as any other application or game.
