windows millenium access problem

Is it possible to gain access to programs/control panel if there is a problem with the mouse/port.Can you get in using the keyboard?This is asked on behalf of a friend.:confused:

simply press "Ctrl+Esc" or use the windows button if there is one...
Then use the directional keys to navigate. Real simple... :)
