Utopia/boot disc questions--HELP!

PLEASE answer...

1. Do I need to make the Utopia boot disc self-bootable or is it already like that when I burn it?

2. Which cd burner program is the best for burning the boot disc?

3. What's better, the Utopia disc or Action Replay? Are these as good as the DC-X or GameShark CDX for playing imports?

The boot disk is already self-boot.
Disk Juggler 2.X or 3.X
The Utopia boot cd is for playing Dreamcast backups.
I wounldnt know wich one is better for imports as my DC is universal.
