Help identifying playstation adaptor

Ok I have this adaptor it says sony and playstation on it. It is scph-1061 rfu adaptor. What the heck is this nightmare adaptor? Do you have to have a pal tv to use it?

An RF adapter allows you to plug in the playstation via the arial port on your TV and tune it to a free station. It will have a port for your TV arial to plug into. The switch on the bottom switches between the PlayStation and your TV channels :)

This is useful if you have no SCART or AV sockets on your TV...
