DVD rip video clip file won't burn

I've been tring for days to get this file to burn onto a blank DVD-R but have not been successful, yet. Anyway, Nero6, Easy DVD\CD Creator, DVD Copy, and Ulead Movie Factor 2 won't even except the file (says its unsupported). Nero Vision Express however does but when I start burning the file with the program it stalls about 6 percent of the way through the decoding process. What can I try next?

I know its a good file becuase it plays on Windows media player and I know Nero Vision Express is working becuase I've burnt other files using it.

Try reencoding it, if its mpeg. I would recommend TMPEg Encoder.

I've already tried TMPEg Encoder but after reencoding it, it still works the same 6% and Nero Vision Express is the only program that will accept it either way. Its a video clip file not a mpeg file.
