Is it true that you can buy a scart lead that allows you to play ntsc(usa) games in colour on a pal tv?? If so, where can you buy them in the uk??

No - your TV has to be multi-system to play NTSC games. Most Euro-Tv's these days are multi-system. Certainly widescreen bought within the last three years.
