How do i burn cues and bin files to a cd?

you are trying to boot your backup on your PS2...
so what mod do you have and how are you trying to boot it?

I have a neokey external usb mod, the way i boot is power off the ps2 for 5 secs and turn on the modchip, then i let the game boot

This mod boots PSX backups by simply inserting the backup with the chip turned on and press reset. Are these original game files or something you downloaded??

have u tested them in a emu?
if it works then u know the image is ok so it probably was the way u burnt it!(tho some images will work on a emu but not in a psx)
just a quick note to say this forum is not for discussing downloaded games but to help people make legal backups of originals they own!!

the bin and cues work in an emullator but it wont work on my ps2.
