Its doing this because of Macrovision. This was designed to stop exactly what your trying to do - i.e. copy DVDs to VHS
There is a way round this depending on the set up you have - if you're playing the DVDs on your PC and have a TV out on your graphics card, you may be able to get 'fixed' DVD software whereby the macrovision is disabled
If your using a stand alone DVD player, you can have a mod chip fitted which removes macrovision (generally this mod chip also makes the player region-free)
http://www.techtronics.com is a good source of info on this subject, and they also sell stand alone DVD players (UK)

There are two things that can be causing this and Lambchops is right about one Machrosync also called Machrovision and the other possibility is NTSC/PAL and whether your equipment is able to play both formats. You can buy a unit that fits between the playing unit and the recording unit that sorts out the Machrosync problem by replacing a new pulse sync signal which is good if you are going VHS to VHS as well. As for the NTSC/PAL compatibilty just check the handbooks for your gear they will tell you if that is the problem. Hope this helps :)
