windsurfer Paradise Horizontal Won't hold

I burned this game (its the PAL version) and I'm in Canada, so I think I'm on NTSC. Someone told me that this was the problem but I wasn't told how to correct it.

Horizontal hold doesn't work and it just keeps flipping the picture up.

Can someone please tell how to correct this. I still have the original bin on my HD.

have you checked to see if theres a patch avaible to change from pal>ntsc or ntsc>pal ??

Looked for patch...couldn't find one.
