Can DVD Region X or AR2v2 be backed up & used ?

I can speak for DVDRX. Yes it can, but the backup has to be booted behind an original like DVDRX or AR2 or Memoery Manager 16

So if i have a utilities disc can I use a backed-up copy of DVD Region X?
