Hey Charlie! I know you're pretty reliable so I was hopeing you could help me. I have a PS2 USA SCPH-3001 with a NEO2 modchip. My CD burner is a Plextor PX-8432T and I currently use Gameshark V1.3 to load my PS2 game backups. I also use CDRWin 3.8A to burn my backups. I was thinking of buying the Pioneer DVR A03. Would you recommend it? What do you think I need upgrade or get? I was also wondering what DVDRX means in your signature. Do you need to patch a game if you burn a DVD or is it a straight shot deal? Anyway, I hope you can help. Thanks

Dust2Dust's advice applies although I'm not sure about NEO2 and DVDRs. Sorry to put doubt in your mind their but ask your modchip supplier for a definitive statement. You may need to upgrade to NEO2.2 but you should try Dust2Dust's nominated instructions with the Neo2 first.
Keep the Plextor and use CloneCD rather than CDRWin whenever you can. This avoids patching except for games that detect the modchip for which you need to find fixes.
The next version of CDRWin will support the Pionner A03 for CD-Rs; but be careful, the Pioneer A03 isn't 100% CloneCD compatible so the Plextor is the better bet for CDs.
The Pioneer A03 is an IDE device and it should be the MASTER on the secondary IDE channel; that means the Plextor must become the SLAVE and so there will be some re-jumpering. Don't expect Plextor --> Pioneer direct copies on the fly to work in this arrangement because of channel contention. Go via the hard disk.
Tutorials for burning with the Pioneer A03 (PRimoDVD and/or Nero 5.5.6.4) are on ####://www.psxcopyworld.co.uk and it's a one shot affair - no patching.
Finally, DVDRX means DVD Region X - the best boot swap method; really simple.
I think that covers all your questions.

dust2dust is correct, a neo2 chip will boot dvdr backups with a 1.7 or 1.9 gameshark2. A friend of mine has one of these old chips and i make him backup's all the time.
