Pal original to NTSC backup

I bought a original english pal version of Pro Evolution Soccer, but its offcourse not playable on my SCPH-30000 NTSC-J model.

Q: is it possible to make a backup and play it via Action replay ?????

I got Sbox external with 1 wire, AR v1,9 and AR v2
