Pal and Ntsc?

Can I download a pal iso and record it on to a cd so that it will work on a ntsc system for ps2?

What do I need if it is possible?

Sure. You need CDRWin; an NTSC patch from www.megagames.com or ps2ownz.com; PPF-O-MATIC to do the patching and a modchip (internal is best) in your PS2.
